Paulie Costa

Todd leads the firm's economic development efforts while working with the General Assembly and the governor's office on critical public policy issues spanning economic and community development, public pension reform, fiscal policy, state budgets, and medical marijuana. His impressive career includes serving as Vice President of Government Affairs at a Harrisburg-based public affairs firm, Chief of Staff to the Majority Leader in the state House of Representatives, Executive Director of the House Majority Policy Committee, and Communications Director for both the House Appropriations Committee and the Pennsylvania Chamber of Business and Industry. Among the lead negotiators on Pennsylvania's state budget for three years, Todd spearheaded the nationally recognized pension reform law of 2017 and helped create several new economic development and tax incentive programs at the state level. His lobbying efforts have secured more than $20 million in economic development funds for projects throughout Pennsylvania. Todd's leadership has earned multiple recognitions from City & State PA, including the 2025 Government Relations 100, 2024 40 in Their Forties, and 2024 Who's Who in Government Relations. A longtime advocate for childhood cancer awareness and proud supporter of the Four Diamonds Foundation, Todd earned his BA in Communications from Lycoming College and is a father of two children.

Megan leads the firm's communications practice and co-leads the economic development practice at One+ Strategies, bringing expertise in strategic communications, public affairs, branding and marketing, and economic development. For the past 18 years, she has directed communications and advocacy strategy and economic development initiatives for Harrisburg-based public affairs firms, designing and executing comprehensive public affairs campaigns for clients at the local, state, and federal levels. Earlier in her career, Megan served as State Advocacy Director for the American Heart Association/American Stroke Association, representing the organization before the Pennsylvania state legislature. Her notable achievements include lobbying for the landmark Clean Indoor Air Act and the successful creation of the Mixed-Use Revitalization Fund in the 2026 state budget, demonstrating her ability to advance complex policy initiatives. Megan's leadership and influence have earned recognition from City & State PA as a Forty Under 40 in 2022, and she has been named to Women We Admire – Top 50 Leaders in Pennsylvania in 2023, 2024, and 2025. She earned her B.A. in Political Science from Dickinson College and is a mother of two children.

Dr. Stapp brings distinguished expertise in artificial intelligence, technology, and cross-industry strategy to One+ AI Strategies, a company of One+ Strategies. As both a Fortune 500 executive and academic, he has established himself as a recognized industry expert whose insights have shaped policy and business strategy at the highest levels. His scholarship and thought leadership have been published and presented at international venues, contributing to global conversations about technology's role in society and commerce. With advanced degrees including a BA, MSc, and Ph.D., Dr. Stapp combines rigorous academic training with practical executive experience to deliver comprehensive strategic guidance to clients navigating complex technological and regulatory landscapes.

Andrea serves as an administrative professional at One+ Strategies, where she is the primary point of contact for campaign finance and lobbying disclosure reporting while managing accounts payable and receivable. Her extensive experience in legal and government affairs environments includes serving as a Practice Assistant at Buchanan Ingersoll & Rooney and working as a legal assistant and secretary at both Dilworth Paxson and Obermayer Rebmann Maxwell & Hippel. Earlier in her career, Andrea shared her expertise with the next generation as an educator at the Academy of Medical Arts & Business. Her meticulous attention to detail and deep understanding of compliance requirements ensure that One+ Strategies maintains the highest standards of regulatory reporting and financial management. Andrea earned her Bachelor's degree in Business Education from Indiana University of Pennsylvania and an Associate's degree in Legal Secretarial Science from HACC. She and her husband have two sons and are eagerly awaiting the arrival of a grandbaby in June.

With 20 years of experience in state government as an administrative professional, Stacy provides essential administrative support to One+ Strategies' government affairs team, including scheduling meetings with the Governor's Office, General Assembly, and state agencies. Her career includes working for a prominent lobbying and law firm, and prior to that, she served as Executive Administrative Assistant to the Secretary of Legislative Affairs in the Corbett Administration and in the House Republican Leader's office. Stacy's deep knowledge of Pennsylvania government operations and her extensive network of relationships throughout the Capitol complex make her an invaluable resource for coordinating client meetings and facilitating access to key decision-makers. Her professionalism and organizational skills ensure that the government affairs team operates efficiently and effectively. Stacy earned her degree from Pennsylvania College of Technology. She and her husband have one son and reside in Mechanicsburg, Pennsylvania, along with their golden retriever and mixed breed dog.

Tracy provides essential assistance to One+ Strategies' government affairs consultants, managing calendars and scheduling client meetings at the State Capitol and with state agencies. Beyond her scheduling responsibilities, Tracy plays a vital role in new hire onboarding and the administration of benefits and payroll, ensuring smooth operations across the firm. Prior to joining One+ Strategies, Tracy spent 30 years at two major law firms in Pennsylvania, where she worked in the government affairs, public finance, and corporate fields, developing deep expertise in supporting complex professional environments. Her extensive experience and attention to detail make her an invaluable member of the team. Tracy is a member of the Pennsylvania Association of Notaries and earned an Associate’s Degree in Paralegal Studies from Harrisburg Area Community College and an Advanced Litigation Certificate from Central Penn College. She and her husband have two children and reside in Mechanicsburg, Pennsylvania.

Blake brings valuable and comprehensive expertise in public and community engagement, strategic and crisis communications, aviation, labor, non-profits, and tourism to One+ Strategies, drawing from experience across both the public and private sectors. His career includes serving as Senior Vice President and Chief Impact Officer at WITF Public Media and Director of Community Relations and Engagement for the City of Harrisburg, where he built strong relationships across diverse stakeholder groups. Blake regularly serves as a political analyst for This Week in Pennsylvania, a weekly statewide political affairs program, providing on-air analysis of Pennsylvania politics and public policy. Blake’s impact has earned substantial recognition, including City & State PA’s Who’s Who in Government Relations (2026), Black Trailblazer (2025 and 2023), and Forty Under Forty (2021), as well as Central Penn Business Journal’s Forty Under Forty (2020) and the Harrisburg Regional Chamber and CREDC Catalyst Emerging Business Leader of the Year (2019). He has served on numerous nonprofit boards and organizations across the region and currently serves on the PASSHE Foundation Board, while also supporting Children’s Miracle Network at Penn State Health.Outside of his professional work, Blake has a deep passion for aviation, travel, and cooking. He is a proud husband and father of two amazing sons whom he considers his greatest accomplishment and an alumnus of Messiah College.

Specializing in non-profit advocacy and artificial intelligence policy at One+ Strategies, Jayden brings energy and dedication to advancing client interests in Harrisburg. His career includes experience working at another Harrisburg-based firm and as a paralegal at a small law practice, where he developed strong research and advocacy skills. Jayden has successfully secured funding for multiple non-profit organizations, demonstrating his ability to navigate the appropriations process and build relationships with key decision-makers. Beyond his professional work, Jayden is deeply committed to community service, serving on the board of the Love Like Justice Foundation and volunteering as a football coach, where he mentors young athletes. His passion for developing the next generation extends to his personal interests, which include playing rugby and outdoor activities. Jayden earned his Bachelor's degree in Pre-Law from the University of Arizona.

Adrienne joined One+ Strategies after serving six years in the Shapiro Administration, most recently as Executive Deputy Secretary of Legislative Affairs in the Governor’s Office and prior to that as Deputy Director of Government Affairs in the Office of Attorney General.

Adrienne provides insight from her experience negotiating the state budget on behalf of the Governor’s Office. She also successfully secured significant annual budget increases for the OAG during her time under Attorney General Shapiro throughout budget cycles where several other agencies saw level funding or cuts. A few of Adrienne’s legislative accomplishments include record funding for public schools, expansion of the property tax rent rebate program, increased jurisdiction for the OAG for human trafficking, gun violence, and dependent persons abuse and neglect. She has experience working on consumer protection initiatives, coalition building, and was part of a team that launched the Safe2Say Something school safety tip program which has since become a national model for other states. Prior to serving in state government, Adrienne worked in government affairs for a statewide association where she championed issues for local governments ranging from human services to transportation and community and economic development.

Adrienne was a 2024 recipient of City and State’s forty under 40. She lives in Camp Hill with her husband and wheaten terrier.

Prior to joining One+ Strategies, Stan Saylor, served in the Pennsylvania House of Representatives from 1992-2022.  While in the legislature Stan was known for getting things done and for working with both parties to craft fiscally responsible budgets that held the line on taxes and bolstered economic development.  

During his time in the legislature Stan was elected by his peers to several leadership positions including Policy Chairman, Whip, and Appropriations Chairman.  At One+ Strategies, Stan will focus on helping clients navigate the legislative process as well as help to advance their public policy goals.

Shauna serves as Executive Director for the Pennsylvania Beer and Beverage Wholesalers Association (PBWA) while providing government affairs support, economic incentives and grant assistance, and legal counsel through One+ Law, a company of One+ Strategies. As an attorney specializing in liquor law, she guides clients through Pennsylvania’s alcohol beverage regulatory landscape, including compliance counseling, liquor licensing applications and renewals, LCE enforcement defense and administrative hearings, and legislative and regulatory changes affecting the industry. Prior to her time at One+ Strategies, Shauna practiced as a paralegal and attorney at a small litigation firm, served as Executive Director and Legal Counsel for the Pennsylvania House of Representatives Republican Caucus, and was the policy director for a gubernatorial campaign. Her rising influence in Pennsylvania government relations earned recognition in City & State's 40 under 40 in 2021. Shauna earned her BA from Gettysburg College and JD from Widener University - Delaware Law School, completed a Grant Writing Certification from Temple University, and is admitted to practice law in Pennsylvania. She has a daughter, Lily.

John Payne has been a government relations professional for the past eight years, after serving fourteen years as a state representative representing Pennsylvania’s 106th legislative district. During his tenure in the Pennsylvania legislature, John served as the Majority Chairman of the Gaming Oversight Committee as well as in various capacities on the Commerce, Consumer Protection, Intergovernmental Affairs, Liquor Control, Local Government, Tourism & Recreational Development, Transportation, Urban Affairs, Veterans Affairs and Emergency Preparedness Committee.

John was also the founder and Co-Chair of the 2nd Amendment Caucus, Masonic Caucus and Motorsports Caucus and was Co-Chair of the Lupus Caucus.

Prior to his years in the legislature, John was the Chairman of the Dauphin County Commissioners and served ten years as a Derry Township Supervisor (two years as Chairman of the Board). He also served on the Derry Township Municipal Authority, Derry Township Library Board, Derry Township I.C.D.A., Dauphin County H.A.T.S., Planning Commission, Airport Authority and Penn State Harrisburg Board of Advisors.

Prior to his public service, John worked as a senior safety specialist at Hershey Food, volunteered with the Hershey Fire Department for twenty-five years (eleven years as Fire Chief), and served in the United States Army and the Pennsylvania National Guard. John and his wife Deb live in Elizabethtown and have four children and six grandchildren.

Matt works with clients across diverse sectors including education, transportation, energy, corporate, and nonprofit at One+ Strategies. He provides comprehensive support to the team and all clients through legislative research, bill drafting, and legal work through One+ Law, a company of One+ Strategies. Matt's expertise in education and transportation has led to significant legislative achievements, most notably the passage of school bus safety legislation that enhances protections for Pennsylvania's students. His ability to navigate complex policy issues and translate client needs into effective legislative strategies makes him a valuable resource for organizations seeking to advance their priorities in Harrisburg. Joe's accomplishments include securing the data center sales and use tax exemption, expanding testing and deployment of autonomous vehicles, establishing usage protocols for law enforcement body-worn cameras, and leading international trade missions for foreign direct investment in Pennsylvania. He has successfully navigated complex policy matters, including establishing special exceptions for education policy issues, crafting legislation for newly developed on and off-road products for powersports companies, and advancing criminal justice reform and transportation funding legislation. His leadership and influence earned recognition from City & State as one of the 40 in their Forties in 2025. Active in his community, Joe serves as a volunteer of the Boys and Girls Club of Western PA. He earned his BA in Political Science from Duquesne University.

Kim brings comprehensive expertise in healthcare, pharmaceuticals, home health care, medical technology, telemedicine, transportation, conservation, and outdoor recreation to One+ Strategies. Drawing on years of experience working throughout Pennsylvania government, she represents and advocates for clients' interests before government officials with deep knowledge of the legislative process across multiple industries. Kim’s career includes principal at a mid-atlantic law firm and a government affairs advisor in a small lobby firm. Her extensive government experience includes roles as Executive Director of the Senate Law and Justice Committee, Executive Director of the Senate Aging and Youth Committee, and Director of Legislative Affairs at the Department of Health during the Ridge Administration. Throughout her career, Kim has achieved significant policy victories, including helping create a Waterfront Redevelopment Tax Credit, prescription drug pricing, QMIRD legislation, human donor milk licensure, rate increases for home care, telemedicine expansion, authorizing ASFs to perform catherizations, and securing numerous CFA, MMF, and RACP awards for clients. Her strong working relationships with key staff in the General Assembly and Governor's Office, combined with her insider knowledge of how the process works, enable her to develop effective strategies for client advocacy. Kim's excellence has been recognized with City & State's Above and Beyond Award honoring 40 distinguished women making a difference in Pennsylvania (2022) and as one of the Trailblazers in Healthcare (2025). Ray's strategic vision and advocacy led to the authorization of Uber and transportation network companies in Pennsylvania, passage of internet and sports gaming legislation, protection of critical funding for higher education, and successful nurse anesthetist title and scope of practice legislation. His communication work for major initiatives has consistently demonstrated his ability to shape public discourse and influence policy outcomes. Regularly ranked as one of Pennsylvania's most influential voices in government affairs, Ray combines deep political acumen with strategic communications expertise. He serves on the board of Commonwealth University and earned his degree in Political Science from Bloomsburg University. Ray is a proud father to Grace and Emma.

Jake Corman is one of the Founding Partners at One + Strategies. He is a former State Senator who is the only modern-day senator to serve as the Appropriations Chairman, the Majority Leader, and President Pro Tempore. During his time in the legislature, Jake was recognized for his commitment to getting things done and forging bipartisan compromises.  Jake is often credited with passing major pension reform and for being a strong advocate of transportation and economic development.  Jake works with our clients to find bipartisan solutions to their challenges and on our economic development projects. Jake and his wife Kelli live in Bellefonte, PA. They have three children, Bella, Davis & Jacob.

Specializing in appropriations, economic development, non-profits, regional transit, relationship development, urban legislative affairs, and city government, Mollie brings particular strength in Philadelphia and southeastern Pennsylvania to One+ Strategies. Her career includes serving as Deputy Director of the Governor's Southeast PA office, working with various lobbying firms as a government affairs consultant, and experience as a Director of Marketing and campaign manager. Mollie has secured millions in RACP funds for prominent Philadelphia cultural institutions and successfully defended the City of Philadelphia's sweetened beverage tax in Harrisburg while maintaining critical state education funding and extending the Pennsylvania Intergovernmental Cooperation Authority (PICA), which provides oversight of Philadelphia's finances. Her influence earned recognition in City & State's Philly Power 100. Active in Philadelphia's cultural community, Mollie serves on the board of CraftNow Philadelphia and participates in local arts, cultural, and philanthropic events. His extensive public service career spans four decades, including twenty years as a State Representative (1998-2018), service as Wilkins Township Commissioner (1996-1999), and two decades as Deputy Allegheny County Prothonotary (1978-1998). During his tenure in the General Assembly, Paulie championed groundbreaking legislation that continues to impact Pennsylvania today. He created the Consumer Convenience Package, transforming how the Commonwealth sells alcohol, and authored the 50/50 law enabling professional organizations to sell charitable raffle tickets. His commitment to veterans led him to craft legislation making it easier for those who served to obtain commercial driver's licenses. Paulie earned his BS in Accounting from Point Park University and an Associate's Degree from the Community College of Allegheny County, and completed the Newly Elected Officials Program. He is married to Kathleen, and they have three children: Michael, Maria, and Dante.

Her distinguished government service includes roles as Executive Director and Counsel for the House Judiciary Committee under Democratic leadership, Deputy General Counsel in Governor Ed Rendell's Office of General Counsel, and Assistant Counsel in the Pennsylvania Senate Office of the Democratic Leader. Throughout her career, Lauren has achieved remarkable legislative successes, helping a state non-profit secure funding for the first time and shepherding major initiatives including legislation on carbon sequestration, data center tax exemptions, autonomous vehicles, and the Justice Reinvestment Initiative. Her work on criminal justice and education initiatives during the Rendell administration has had lasting impact on the Commonwealth. Lauren's excellence has been recognized with the PA CASA Hero of the Year award in 2023 and inclusion in City & State's 40 in their 40's in 2024. She serves as a gubernatorial appointee to both the Joint Committee on Documents and the County Records Committee. Lauren earned her B.A. in English/Secondary Education from Marywood College and her J.D. from the University of Dayton.

Andrew brings extensive expertise in economic development, data centers, and legal affairs to One+ Strategies. His distinguished career includes building a reputation for strategic thinking and effective advocacy on behalf of clients. Andrew's influence and leadership have earned recognition from City & State as one of the top 50 over 50 for the Commonwealth of Pennsylvania and acknowledgment by Central Pennsylvania Business Journal as a Power 30 for law and lobbying. In 2023, Andrew was appointed as a Member of the Disciplinary Board of the Supreme Court of Pennsylvania. His commitment to community service is evident through his extensive board involvement, including serving as President of the Board of Directors at Bishop McDevitt High School, member of the Finance Committee for America250PA, and member of the Board of Directors of PledgeIt. Previously, Andrew served as President of the Alumni Board of the Smeal College of Business at Penn State, President of the American Cancer Society Capitol Region, and board member for the Susquehanna Art Museum, Pinnacle Foundation. Bob helps manage daily operations and guide strategic growth of One+ Strategies in addition to direct client service. With deep expertise in federal appropriations, Transportation and energy infrastructure project/policy, he brings a wealth of experience from his career as a lawyer, shareholder, section chair, board member, and U.S. Congressional staff member. Bob was one of the architects to the original $100mm+ federal/multi-state P3 program, demonstrating his innovative approach to complex policy challenges. As chair of Pennsylvania's #1 ranked lobbying firm and named among the top 100 influencers in the Commonwealth, his leadership has shaped the industry. Beyond his professional achievements, Bob has served his communities through his work with the Lion Foundation, Capital Region Economic Development Corporation, Everett Little League and Youth Football, and as Director of the Saint Francis University Bud Shuster Scholarship. He earned his BS and JD from Pennsylvania State University and is married with three adult sons.

Eric has successfully navigated the complex legislative and regulatory landscape to achieve transformative outcomes for clients, consistently demonstrating his commitment to driving positive change and shaping policies that benefit both public and private sectors. His leadership has earned recognition from City & State as one of Pennsylvania's Fifty Over 50, and he serves as Vice Chair of The Battisti Family Foundation. Eric holds a BA in Mass Communications from King's College. Outside the office, he maintains a passion for athletics, fitness, and spending time with his family. He and his wife Sarah have two children, Cecilia and JJ, and reside in Camp Hill, Pennsylvania.
