Andrea Klinedinst is a graduate of Indiana University of Pennsylvania with a Bachelor’s in Business Education as well as having an Associate’s in Legal Secretarial Science from the Harrisburg Area Community College. She has more than 30 years of administrative professional experience in legal and government relations support. Andrea worked for several major Pennsylvania law firms before joining One+ Strategies. She is a Central Pennsylvania native. Andrea and her husband have two sons and live in York Haven.
Stacy has over 17 years of experience working in state government as an administrative assistant. Most recently, she worked for a prominent Harrisburg lobbying and law firm. Prior to that, she was the Executive Administrative Assistant to the Secretary of Legislative Affairs in the Corbett Administration and also served in the House Republican Leaders office. Stacy earned a degree from the Pennsylvania College of Technology. She and her husband have one son and reside in Harrisburg with their golden retriever and mixed breed dog.
Tracy provides assistance to our government relations consultants. In addition to managing calendars, she schedules client meetings at the State Capitol and with state agencies. Tracy earned an Associate Degree in Paralegal studies from Harrisburg Area Community College and an Advanced Litigation Certificate from Central Penn College. Prior to joining the One+ Strategies team, Tracy spent 30 years at two major law firms in Pennsylvania working in the government relations, public finance, and corporate fields. She is a member of the Pennsylvania Association of Notaries. Tracy and her husband have two children and reside in Mechanicsburg, Pennsylvania.
Blake Lynch is a lifelong resident and proud advocate of Central Pennsylvania. He formally served as the Senior Vice President and Chief Impact Officer of WITF Public Media, Central PA’s PBS and NPR affiliate serving over 2.3 million listeners and viewers each month. Lynch was entrusted with leading the organization’s overall strategy and engagement relating to fundraising, corporate, government, community relations, sales and marketing divisions. Prior to joining WITF, Lynch served as the director of community relations, and spokesperson for the City of Harrisburg.
He passionately serves in his local community as a board member of the Children’s Miracle Network of Penn State Health, The Pennsylvania State System of Higher Education Foundation. Former board secretary of the Central Pennsylvania Food Bank, Co-Chair of the Pennsylvania Society’s Keystone Council, the United States Commission on Civil Rights, the Hamilton Health Center, New Birth of Freedom Council Boy Scouts of America, and the President’s Leadership Council of his alma mater Messiah University.
Lynch has received numerous awards and recognitions for his dedication to the community including Central Penn Business Journal’s and City & State Pennsylvania’s 40 under 40 awards, twice named as one of the most influential Black Leaders in Pennsylvania by City and State PA magazine. Recipient of the Harrisburg Regional Chamber and CREDC’s Emerging Business Leader of the Year Catalyst award, and NAACP of Greater Harrisburg President's Leadership Award. In his spare time Lynch enjoys spending time with his family, traveling, cooking, and a passion for aviation. He and his wife reside in the Harrisburg area with their two young sons.
Jayden attended West Point and graduated from the University of Arizona with a bachelor’s degree in Pre-Law.
Prior to joining One+, Jayden worked as a paralegal as well as a liaison for a U.S. Senate Campaign. Among other things, Jayden is assisting the firm with various clients in the non-profit and education space. He currently serves as a member of the Harrisburg Young Professionals and the Young Professionals of Color.
Jayden resides in Harrisburg. In his free time, he enjoys spending time outdoors and coaching rugby.
Adrienne joined One+ Strategies after serving six years in the Shapiro Administration, most recently as Executive Deputy Secretary of Legislative Affairs in the Governor’s Office and prior to that as Deputy Director of Government Affairs in the Office of Attorney General.
Adrienne provides insight from her experience negotiating the state budget on behalf of the Governor’s Office. She also successfully secured significant annual budget increases for the OAG during her time under Attorney General Shapiro throughout budget cycles where several other agencies saw level funding or cuts. A few of Adrienne’s legislative accomplishments include record funding for public schools, expansion of the property tax rent rebate program, increased jurisdiction for the OAG for human trafficking, gun violence, and dependent persons abuse and neglect. She has experience working on consumer protection initiatives, coalition building, and was part of a team that launched the Safe2Say Something school safety tip program which has since become a national model for other states. Prior to serving in state government, Adrienne worked in government affairs for a statewide association where she championed issues for local governments ranging from human services to transportation and community and economic development.
Adrienne was a 2024 recipient of City and State’s forty under 40. She lives in Camp Hill with her husband and wheaten terrier.
Prior to joining One+ Strategies, Stan Saylor, served in the Pennsylvania House of Representatives from 1992-2022. While in the legislature Stan was known for getting things done and for working with both parties to craft fiscally responsible budgets that held the line on taxes and bolstered economic development.
During his time in the legislature Stan was elected by his peers to several leadership positions including Policy Chairman, Whip, and Appropriations Chairman. At One+ Strategies, Stan will focus on helping clients navigate the legislative process as well as help to advance their public policy goals.
Shauna Boscaccy, Esq. is a graduate of Gettysburg College and Widener University – Delaware Law School. Shauna has also earned a Grant Writing Certification from Temple University. Prior to joining One+ Strategies, she worked for the Republican Caucus of the House of Representatives and served as the Policy Director for a gubernatorial campaign. Prior to Shauna’s time in Harrisburg, she spent nearly a decade with a small litigation firm in Center City, Philadelphia.
Shauna provides legal, advocacy, and government relations services to a wide range of clients with various interests. She counsels and supports clients by advising on policy matters, developing and overseeing legislative strategy, and building relationships for clients both inside and outside the Capitol. Shauna has had success for clients looking to obtain Commonwealth support for economic development projects, crafting thoughtful applications, securing funding, as well as providing ongoing support during the grant process.
In 2021, Shauna was selected by City and State as a top 40 under 40 for the Commonwealth of Pennsylvania. Shauna lives in Mechanicsburg and has one daughter, Lily.
John Payne has been a government relations professional for the past eight years, after serving fourteen years as a state representative representing Pennsylvania’s 106th legislative district. During his tenure in the Pennsylvania legislature, John served as the Majority Chairman of the Gaming Oversight Committee as well as in various capacities on the Commerce, Consumer Protection, Intergovernmental Affairs, Liquor Control, Local Government, Tourism & Recreational Development, Transportation, Urban Affairs, Veterans Affairs and Emergency Preparedness Committee.
John was also the founder and Co-Chair of the 2nd Amendment Caucus, Masonic Caucus and Motorsports Caucus and was Co-Chair of the Lupus Caucus.
Prior to his years in the legislature, John was the Chairman of the Dauphin County Commissioners and served ten years as a Derry Township Supervisor (two years as Chairman of the Board). He also served on the Derry Township Municipal Authority, Derry Township Library Board, Derry Township I.C.D.A., Dauphin County H.A.T.S., Planning Commission, Airport Authority and Penn State Harrisburg Board of Advisors.
Prior to his public service, John worked as a senior safety specialist at Hershey Food, volunteered with the Hershey Fire Department for twenty-five years (eleven years as Fire Chief), and served in the United States Army and the Pennsylvania National Guard. John and his wife Deb live in Elizabethtown and have four children and six grandchildren.
Matt Fine is a graduate of Penn State University where he received his Bachelor of Arts degree in Political Science. He came back to Harrisburg, where he was born and raised, and received his Juris Doctor degree at Widener University School of Law.
While in law school, Matt interned with the Pennsylvania House Democratic Campaign Committee. He then obtained an internship with a nationwide law firm’s government relations practice. After graduating, Matt worked as a government relations professional at the firm for nearly eight years.
Matt provides government relations and lobbying services to clients across a variety of industries such as education, transportation, business, and nonprofits. Additionally, he uses his knowledge of issues and priorities of all clients to provide regular updates on all three branches of government as well as regulations and economic development opportunities. Matt is a valuable resource at One+ Strategies helping lead our legal research and legislative drafting, and provides expertise in the legislative and regulatory process.
Matt volunteers with the Habitat for Humanity of the Greater Harrisburg Area and the Central Pennsylvania Congressional Internship Association. In his free time, Matt enjoys playing golf and rooting on Penn State and Philadelphia sports teams. Matt and his wife Audra live in Harrisburg and have a daughter Isabelle.
Joe Murzyn is a government relations professional at One+ Strategies with twenty years of experience in Pennsylvania state government and politics assisting clients achieve their goals and finding solutions to their problems. He represents a variety of different corporate, non-profit and advocacy related clients, focusing on legislation, regulations, procurement and public funding.
Prior to joining the team at One+, Joe worked at two of the state’s largest contract lobbying firms on a wide-ranging number of issues for his clients. He also served as Deputy Secretary of Legislative Affairs for former Governor Tom Corbett where he was known for his role in helping to negotiate some of the governor’s biggest legislative priorities.
Joe has a well cultivated set of skills which he formed through his different professional experiences such as leveraging grassroots and grasstops, building coalitions as well as shaping legislation and policy. Joe’s clients appreciate his thoughtful and deliberate approach to strategy and process. They also value his focus on building and maintaining bipartisan relationships in government which affords them the access needed in government relations campaigns.
Joe is a native of the Greater Pittsburgh region and splits his time between there and Harrisburg. He is also a proud graduate of Duquesne University. In his free time, Joe enjoys dining out, traveling and spending time at his social club in Pittsburgh.
Kim Sokoloski is an experienced government relations professional who draws on her many years of working in Pennsylvania government. Prior to joining One+ as a government relations consultant, Kim was a principal in a prestigious law and lobbying firm in Harrisburg and a former member of a small lobbying firm. Before entering the lobbying profession, Kim was a staffer on the Hill, including serving as the Executive Director of the Senate Aging and Youth Committee and the Senate Law and Justice Committee. She was subsequently appointed by the Ridge Administration to serve as the Director of Legislative Affairs at the Department of Health.
Kim’s vast internal government experience gives her keen insight into how the process truly works on the inside to better assist in strategizing and advocating for her clients. Her comprehensive knowledge includes helping clients navigate the very complex legislative process on a wide array of industries, including healthcare, transportation, environmental, economic development, procurement matters, among others. She works very closely with key staff in the General Assembly, the Governor’s Office, as well as state agencies, and has developed strong working relationships with primary decision makers to position her clients’ priorities. She learned first-hand how the legislative process works and has been instrumental in consulting with her clients so they may achieve the greatest level of success.
Kim is very active on the local level having been elected to the Cumberland Valley School Board and served as the Vice President. In 2022, she received an award by City & State as an “Above & Beyond” honoring 40 distinguished women making a difference in Pennsylvania government. Kim has a BA in Corporate Communication from Elizabethtown College. She enjoys riding her bike, walking her golden retriever Kali and traveling to Myrtle Beach on occasion.
Ray is the co-founder of One+ Strategies and has served as an advisor to political and corporate leaders across the country. For the past two decades, Ray has consistently been recognized as one of the most influential people in Harrisburg and has used his unmatched relationships to help clients accomplish their goals.
Jake Corman is one of the Founding Partners at One + Strategies. He is a former State Senator who is the only modern-day senator to serve as the Appropriations Chairman, the Majority Leader, and President Pro Tempore. During his time in the legislature, Jake was recognized for his commitment to getting things done and forging bipartisan compromises. Jake is often credited with passing major pension reform and for being a strong advocate of transportation and economic development. Jake works with our clients to find bipartisan solutions to their challenges and on our economic development projects. Jake and his wife Kelli live in Bellefonte, PA. They have three children, Bella, Davis & Jacob.
Mollie McEnteer brings several years of professionalism and government affairs expertise to clients having served in both Pennsylvania state government and private sector positions.
Serving clients predominately located in Southeast Pennsylvania she represents clients before the Commonwealth as well as the City of Philadelphia. Her clients include profit, nonprofit and local government and focuses on economic development, appropriations and legislative initiatives and relationship development. She has successfully secured grants for several hospitality and tourism entities in Philadelphia as well as numerous Redevelopment Capitol Assistance Program (RACP) awards on behalf of renown local cultural institutions. She recently worked on behalf of the City of Philadelphia to extend the Pennsylvania Intergovernmental Cooperation Authority (PICA).
Mollie utilizes her relationships and experience to provide clients with a thoughtful and manageable plan of action to achieve their desired results and cultivate strong relationships with key decision makers in the process.
Brian Kelly is a partner at One+ Strategies and serves as Health Care Practice Lead. Brian Graduated from Gettysburg College in 1993 and East Stroudsburg University in 1995. Prior to One+ Strategies, Brian was a Senior Principal and Participating Shareholder in a large mid-Atlantic law and lobbying firm.
Brian is recognized as one of Harrisburg’s premier health care lobbyists with more than two decades of experience in and before state government. In 2024, Brian was named City & State PA Healthcare Trailblazer. He has a proven track record of legislative and regulatory accomplishments and his strategic vision, ability to navigate the legislative and regulatory process, and communication skills are highly valued by the firm’s clients.
Brian provides highly customized services and solutions that address client needs as well as the challenges of today’s dynamic health care environment. His areas of expertise include public health policy, health care finance and reimbursement, long-term care, home health, Medicaid, PACE/PACENET, managed care, pharmaceuticals, behavioral health, and health information technology. Additionally, Brian also has experience with transportation solutions, economic development and government procurement.
Brian lives in the Hershey area and has three children, Hannah, Megan and Sean.
Born and raised in Pittsburgh, Paul Costa brings extensive experience in local and state government to One+ Strategies. He is the former State Representative for the 34th district situated in Allegheny County where he served from 1999 to 2018.
While serving as a legislator he sat on several committees including Appropriations, Liquor Control, Gaming, Policy, Rules, Tourism and Transportation. Costa also served on the Pennsylvania Higher Education Assistance Agency, Point Park University Board of Trustees, University of Pittsburgh Institute of Politics Board of Fellows and Eastern Area Adult Services.
In 2011, Costa was elected by his peers as Allegheny County Delegation Chair where he served until his appointment as Chairman of the Liquor Control Committee in 2013. While Chairman of the Liquor Control Committee he spearheaded several initiatives including, but not limited to, beer and wine modernization and consumer convenience. In addition, Costa sponsored several personal pieces of legislation such as the Film Tax Credit, 50/50 legislation which generates millions for non-profits, bills which advocate for the safety of animals, a bill which allowed for automatic granting of a CDL license upon returning home for qualified military personnel and sustainable transportation measures.
Prior to serving the 34th Legislative District, Costa spent more than 20 years working in the Allegheny County Prothonotary’s office, ending as Deputy Prothonotary. Costa also served on the Wilkins Township board of commissioners for three years, serving one year as board president. Paul Costa graduated with a Bachelor of Science in Accounting from Point Park University. Paul resides in Pittsburgh with his wife Kathleen. They have three children Michael, Maria, and Dante.
Lauren brings nearly 25 years of experience in state government to One+ Strategies, having held positions in both the public and private sector. She has served as Assistant Counsel to the Democratic Leader of the Pennsylvania Senate, Deputy General Counsel to Governor Ed Rendell, and Chief Counsel and Executive Director for the Judiciary Committee in the Pennsylvania House of Representatives. Immediately prior to joining One+Strategies, she was a Government Relations Professional in the lobbying section of a mid-Atlantic law firm.
Lauren brings expertise in legislative drafting and policy development to her clients, which include a broad range of corporate and non-profit entities. She also serves as an adviser on matters related to lobbying disclosure and campaign finance. She is currently a gubernatorial appointee to the Joint Committee on Documents and has served on the Commonwealth’s County Records Committee and as an intern evaluator for the James A Finnegan Foundation. In 2023 she was recognized as the “Hero of the Year” by the PA Court Appointed Special Advocates for her pro bono efforts.
A 1999 graduate of the University of Dayton School of Law and a 1996 graduate of Marywood College, Lauren resides in the City of Harrisburg with her two rescued Pomeranians.
Andrew Giorgione, Esq., is co-founder of One+ Strategies and One Law. Andy graduated from Penn State University in 1989 and Widener School of Law in 1992. Prior to founding One+ Strategies and Law, Andy was a shareholder in a large mid-Atlantic law and lobbying firm.
Andy represents for-profit, associations and non-profits with legislative priorities and with appropriations and grants to help grow their organizations and investments in Pennsylvania. Andy has provided both lobbying and legal work for various large industrial projects in Pennsylvania in the transportation, utility, environmental and sports and entertainment sectors. Andy has also assisted various non-profits in raising their profiles and obtaining public funds to expand the reach of their programs. Andy serves on the Board of PledgeIt and, among his charitable work, Andy serves on the Board of Bishop McDevitt High School and is past President of the American Cancer Society, Capitol Region and Penn State Smeal Alumni Society Board, and volunteers at the Central PA Food Bank.
In 2022, Andy was selected by City and State as a top 50 over 50 for the Commonwealth of Pennsylvania and by the Central Pennsylvania Business Journal as a Power 30 for law and lobbying.
Bob is a Founding Partner of One+Strategies. Prior to starting One+, Bob was a Shareholder and Board Member of a large mid-Atlantic law firm.
Bob is a graduate of the Pennsylvania State University and the Dickinson School of Law of the Pennsylvania State University. For the past 30 years Bob has practiced law and provided government relations counsel to clients at both the state and federal levels.
Bob counsels clients on business matters and public policy issues. He focuses primarily on legislative and appropriations issues for infrastructure projects. His clients have interests in aviation, rail, water, pipeline, technology, transportation, power generation and utility projects. He has worked with a number of start up companies on corporate structures and angel/venture capital investments. He provides counsel to campaign committees and organizations on state and federal compliance.
He’s been published in West‘s Lobbying, PAC and Campaign Finance 50 State Handbook and has lectured on the Pennsylvania and Federal Lobbying Acts. Bob has also been recognized by City & State Pennsylvania as a 2022 Top Lobbyist which included the most influential lobbying firms working to help clients navigate government and regulatory policies. Most recently, Bob was named by City and State to the 2024 Pennsylvania Power 100 featuring top influencers in the Commonwealth.
Bob and his wife have three adult sons. When Bob is not working or supporting his local community through various organizations, he enjoys traveling with family or can be found spending time at the family farm back in Everett, Pennsylvania.
Kim Pizzingrilli is a founding member of One+Strategies. Kim has been recognized as a leader in public policy after spending over two decades in state government including at the Pennsylvania Treasury Department, the Independent Regulatory Review Commission, the Department of State as Secretary of the Commonwealth under Governor Ridge; ending her public service career as a Commissioner on the Public Utility Commission. Kim was nominated by Governor Ridge, Governor Schweiker and Governor Rendell and confirmed by the State Senate to serve as a Commissioner. After her public service, Kim joined a large mid-Atlantic law and lobbying firm where she was selected to Chair the State Government Relations Practice Group and Co-Chair the Firm’s Energy Industry Team. In 2023, Kim joined One+ as a founding member.
Kim is a recipient of City & State Pennsylvania Fifty over 50 which included prominent leaders in government, business, media and beyond; the Top 50 Pennsylvania Lobbyists; Pennsylvania Power 100 and most recently the 2023 Power of Diversity Women 100- female difference makers across the Commonwealth. Additionally, Kim is a recipient of the Central Penn Business Journal, Women of Influence Award.
As a former PUC Commissioner and Secretary of State, Kim remains active in the National Association of Regulatory Utility Commissioners Emeritus Group and the National Association of Secretaries of State.
She also volunteers with the United Way and is a member of its’ Women’s Leadership Network and Bridges Society. When not working, Kim enjoys spending time traveling, working out, playing pickleball, skiing, hiking, or any outdoor activity with her family and friends.
Eric P. Battisti is a seasoned government affairs specialist with 25 years of experience working in various levels of government, including the senior staff of Governor Edward G. Rendell. Throughout his career, Eric has focused on energy, IT, and procurement issues, advocating for policies that promote innovation and efficiency in government operations. With a deep understanding of the inner workings of government, Eric has successfully navigated the complex legislative and regulatory landscape to achieve positive outcomes for his clients. His strategic approach and strong relationships with key decision-makers have made him a trusted advisor on matters relating to public policy and government relations. Eric is committed to driving positive change and shaping policies that benefit both the public and private sectors. Outside of the office, Eric has a passion for athletics, the gym and family.
