Weekly Wrap

During the final week of budget hearings, the House of Representatives was the sole chamber convening in Harrisburg. There were also a handful of additional committee meetings that took place throughout the week.

On Monday, the House’s only budget hearing was with the Department of Transportation.

The House Liquor Control Committee reported out HB 2147 (Hohenstein, D-Philadelphia), which would create a Distillery of Historical Significance License for distilleries over 100 years old. The House Housing and Community Development Committee held an informational meeting with the Community Associations Institute Keystone Chapter.

Tuesday, the Department of Revenue and the Department of Aging held their budget hearings with the House Appropriations Committee.

The House Transportation Committee held a public hearing on HB 297 (Stambaugh, R-Perry) and HB 2233 (Brennan, D-Bucks), both of which would expand the milage emergency ATVs may travel on public highways. The House Democratic Policy Committee held a public hearing on helping seniors afford medication.

On Wednesday, the House spent its budget hearings with the state-related universities, the Pennsylvania State System of Higher Education and community colleges, and the State Police.

The House Democratic Policy Committee held a public hearing on protecting Good Samaritans.

Thursday marked the last day of budget hearings for the House, as they heard testimony from the Office of the Budget, the Department of Health, and the Department of Drug and Alcohol Programs.

The Week Ahead

Starting on Monday, the Senate will be in session for the first time in over a month.

On Monday, the House Energy Committee will hold a public hearing on two bills:

  • HB 2223 (Fiedler, D-Philadelphia), which would require electric utilities to evaluate and consider the use of advanced transmission technologies on new and existing service lines within their transmission siting application filed with the Public Utility Commission; and
  • HB 2264 (Davidson, D-Dauphin), which would direct electric utility companies to establish virtual power plant programs.

Tuesday, the Senate Health and Human Services Committee will public hearing on the role of prescribed narcotics in medication-assisted therapy for addiction management. The Senate Games and Fisheries Committee will hold a public hearing on the annual reports of the Game Commission and Fish & Boat Commission.

Two bills are on the Senate Banking and Insurance Committee’s agenda: SB 1210 (Gebhard, R-Lebanon), which would codify the existing practices regarding oversight and management of pre-licensure education courses for insurance agent; and SB 1211 (Robinson, R-Allegheny), which would expand access to coverage for biomarker testing to include the Medicaid Fee-for-Service.

The House Republican Policy Committee will hold a public hearing on strengthening industrial competitiveness. The Committee will hold another public hearing on Thursday to discuss workforce development in the trades.

Wednesday, the Senate Finance Committee will consider:

  • HB 1667 (Takac, D-Centre), which would permit the distribution of the second round of Rural Jobs and Investment Tax Credits ($30 million) and extend the program for an additional five years;
  • SB 100 (Brooks, R-Mercer), which would exempt the first $100,000 from being subject to the inheritance tax for family members; and
  • SB 124 (Culver, R-Northumberland), which would establish an income tax deduction for living organ donors.

  • The Pennsylvania Housing Finance Agency released a new report, highlighting the success and reach of the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund.
  • The Department of Transportation announced that public comment on the Allegheny Airport Authority’s (ACAA) proposed Pittsburgh International Airport (PIT) Autonomous Vehicle (AV) Shuttle Project will be available starting March 15 through April 14.
