Weekly Recap

This week, the House and Senate Appropriations Committees began their examination of the Governor’s FY 2026-2027 budget proposal. Budget hearings were scheduled to start on Monday, but due to inclement weather, the Senate canceled Monday’s hearings, and the House cancelled Monday and Tuesday.

On Tuesday, the Senate budget hearings were with Pennsylvania State Police and then the Department of General Services.

Also on Tuesday, the House Health Committee and House Communications and Technology Committee held a joint informational meeting to discuss artificial intelligence (AI) in health care. Furthermore, the House Democratic Policy Committee held a public hearing on AI in counseling.

Wednesday, the House Communications and Technology Committee and House Local Government Committee held a joint informational meeting to discuss cybersecurity.

The Senate had a full day budget hearing with the Department of Human Services, while the House heard about the budgets of the Department of Community and Economic Development, the Department of Agriculture, and the Insurance Department.

On Thursday, each chamber participated in two budget hearing: the Department of Corrections and Department of Environmental Protection in the Senate and the Pennsylvania Emergency Management Agency/Office of the Fire Commissioner and Department of Corrections in the House.

Election Update

On Tuesday, there were two special elections to fill recently vacated seats by former Representatives Josh Siegel (HD-22, D-Lehigh) and Dan Miller (HD-42, D-Allegheny). Democrats retained both seats, with Ana Tiburcio (D) winning in HD-22 and Jenn Mazzocco (D) winning in HD-42.

    • 9:30 a.m. Millersville, East Stroudsburg, West Chester, & IUP (Senate)
    • 10:00 a.m. Department of Labor and Industry (House)
    • 1:00 p.m. Public Utility Commission (Senate)
    • 1:00 p.m. Department of Education (House)
  • Wednesday
    • 9:30 a.m. Department of Labor and Industry; workforce development and job training programs (Senate)
    • 10:00 a.m. Department of Human Services (House)
    • 1:00 p.m. Department of Community and Economic Development (Senate)
  • Thursday
    • 9:30 a.m. Department of Education (Senate)
    • 10:00 a.m. Department of State (House)
    • 1:00 p.m. Public Utility Commission (House)

There are other committee meetings are on the calendar for next week as well.

On Monday, the House Energy Committee will consider two bills: HB 2150 (Mullins, D-Lackawanna), which would require data center developers and end users to disclose the nature of their operations and report energy and water usage to the Department of Conservation and Natural Resources; and HB 2151 (Donahue, D-Lackawanna), which would direct municipalities to regulate data centers and adopt local ordinances to limit harmful impacts on nearby communities. The Committee will then hold an informational meeting on Pennsylvania’s net metering policies.

Tuesday, the House Democratic Policy Committee will hold a public hearing on universal Pre-K. Also, the House Commerce Committee will consider HB 2175 (Shusterman, D-Chester), which would prohibit suppliers of AI chatbots from selling or sharing consumer information with a third party.

  • Governor Shapiro launched a new AI literacy kit and AI Enforcement Task Force.
