Weekly Wrap

While there was no session this week, there was some committee action to report, as public and informational meetings were held during the first half of the week.

Monday, the House Democratic Policy Committee held a public hearing on the impact of life sciences and how to improve education and workforce development initiatives for the industry. The House Republican Policy Committee held a public hearing on the impact prison closures has on communities.

On Tuesday, the House Agriculture and Rural Affairs Committee held an informational meeting on advancing the forest and wood products industry. Secondly, the House Democratic Policy Committee held a public hearing on midwifery modernization and maternal health deserts. Thirdly, the Senate Republican Policy Committee held an informational meeting on the Do No Harm Act. Last but not least, the Senate Democratic Policy Committee held a public hearing on the future of mass transit.

Wednesday, the House and Senate Republican Policy Committees held a joint public hearing on the future of artificial intelligence innovation in the Commonwealth.

The Week Ahead

The House is in session for three days next week, starting on Tuesday, when the House Transportation Committee will consider HB 960 (Hill-Evans, D-York), which would allow individuals who have completed at least 10 years of their lifetime disqualification to apply for a commercial driver’s license (CDL) reinstatement program.

The House Finance Committee will hold a public hearing on three bills of note:

  • HB 852 (Webster, D-Montgomery), which would permit a tax collector to recover costs of collection from delinquent taxpayer-businesses that owe business privilege/mercantile taxes or admission/amusement taxes;
  • HB 853 (Webster, D-Montgomery), which would permit counties that levy per capita and occupation taxes to collect their costs of collection directly from the delinquent taxpayer; and
  • HB 1058 (Shusterman, D-Chester), which would repeal the profit margin on the Pennsylvania Lottery.

Wednesday, the House Insurance Committee will hold an informational meeting on infertility care. The House Consumer Protection, Technology, and Utilities Committee will hold an informational meeting on enhancing grid reliability and energy independence with transportation electrification planning.

Two bills of note will be considered by the House Environmental Resources and Energy Committee:

  • HB 586 (Friel, D-Chester), which would amend the Solid Waste Management Act to provide for the management of residual food processing waste; and
  • HB 1210 (Vitali, D-Delaware), which would establish reporting requirements for cryptocurrency mining operations and require the Department of Environmental Protection to conduct an impact study on cryptocurrency mining.

Then on Friday, the House Education Committee will hold an informational meeting on cyber charter school outcomes.

  • The Shapiro Administration certified a record $1.025 billion for statewide property tax relief, a 14% increase from last year.
  • Pennsylvania’s Public Utility Commissioners urged Congress to take immediate action to ensure the long-term sustainability of the Low Income Home Energy Assistance Program (LIHEAP).
  • The PUC released the agenda and additional information regarding its upcoming public hearing to explore the impact of data centers and other large load customers on the state’s electric grid.
