House Appropriations
The committee met to consider legislation.

HB 1169 (Warren, Perry) – (PN 2875) Amends The Administrative Code, in powers and duties of the Department of General Services and its departmental administrative and advisory boards and commissions, providing for water bottle filling stations in every newly constructed building and state building undergoing water and pipe infrastructure renovations. The bill was reported as committed along a party-line vote, with Republicans voting in the negative.

HB 2017 (Munroe, Brian) – (PN 3072) Amends Title 50 (Mental Health), providing for protection of minors on social media; and imposing penalties. The bill was reported as committed along a party-line vote, with Republicans voting in the negative.

HB 2225 (Pashinski, Eddie) – (PN 2965) Amends the Rural Pennsylvania Revitalization Act, adding a chapter to establish the Rural Population Revitalization Commission and provide for duties of the commission; and establishing the Rural Population Revitalization Fund as an interest bearing restricted revenue account and stating that the fund shall be used solely for the purpose of carrying out the provisions of Chapters 4 and 5. The bill was reported as committed along a party-line vote, with Republicans voting in the negative.

SB 277 (Yaw, Gene) – (PN 1589) Amends the Rural Pennsylvania Revitalization Act, in Center for Rural Pennsylvania, further providing for board of directors; establishing the Rural Population Revitalization Commission and providing for duties of the commission; and making a repeal. The bill was unanimously reported as committed.

SB 37 (Brown, Rosemary) – (PN 1458) Amends Title 75 (Vehicles), in general provisions, further providing for definitions; in licensing of drivers, further providing for learners’ permits and for examination of applicant for driver’s license; in rules of the road in general, further providing for prohibiting text-based communications and providing for prohibiting use of interactive mobile device; in miscellaneous provisions relating to serious traffic offenses, further providing for the offense of homicide by vehicle and for the offense of aggravated assault by vehicle; in enforcement, providing for data collection and reporting relating to traffic stops; and imposing penalties. The bill was re-reported as committed, with Rep. Joshua Kail (R-Beaver) not voting.

Senate Labor & Industry
The committee met to consider two bills.

HB 841 (Howard, Christine) – (PN 1003) Amends the Pennsylvania Prevailing Wage Act, further providing for definitions of “public work,” “workman,” and “custom fabrication”; further providing for specifications to include workmen engaged in custom fabrication, for prevailing wage to establish that workmen must be paid the appropriate rate for their craft and may not be paid multiple rates on the same project and for duty of secretary to provide that for workmen engaged in custom fabrication for a public work project, the applicable prevailing minimum wage rates shall be the prevailing minimum wage rate for the applicable craft or trade in the locality in which the public work project is located. The bill was reported as amended with Sen. John DiSanto (R-Dauphin) voting in the negative.

A04132 by Robinson, Provides for HVAC duct cleaning to not b considered maintenance work unless it is covered under the prevailing wage act, adds rebar asystem assembly, one or more signs to a project or any other fabrication which is one or more entire modules or structures prefabricated to split specifications for a particular project as covered work under the definition of custom fabrication, specifies a structural steel members and precast concrete are not included under the definition of custom fabrication. The amendment was adopted with Sen. DiSanto voting in the negative.

HB 1026 (Frankel, Dan) – (PN 1307) An Act amending the act of December 19, 1975 (P.L.604, No.173), entitled “An act to facilitate the use of electronic funds transfer systems by providing that credits to accounts in financial institutions designated by recipients shall satisfy legal requirements for payments by cash or checks,” further providing for electronic funds transfers, for consumer protections and for payroll card accounts. The bill was unanimously reported as committed.

A04309 by Robinson, adds a provision to state that the act does not affect amend or modify any existing collective bargaining agreement. The amendment was unanimously adopted.

A04405 by Kane, requires employers to give an employee 45 days’ notice prior to changing employees’ paychecks from paper to electronic. The amendment was unanimously adopted.

Joint Local Government Commission
The committee met to hold their monthly business meeting.
